From advocacy to elections: What to expect at Annual Meeting

With the Carolinas Credit Union League Annual Meeting less than two weeks away, excitement is building for June 1-3 in Hilton Head Island, S.C. More than 385 participants and 52 vendor partners are expected to gather under the big tent for this
seaside, carnival-themed celebration of the League difference, credit union progress and cooperation, and the industry advancements that continue to strengthen financial well-being for the 7 million members Carolinas credit unions serve.

Business session in focus

A key moment of the meeting comes during the business session on the morning of June 3, led by CEO Dan Schline and the League Board. Members can expect a clear look at how League work continues to deliver value across core areas such as advocacy, professional
development, risk management, and creating community. The session will also reinforce how Carrick Professionals helps drive revenue and support a strong, sustainable future for the League, while underscoring that bringing credit unions together in
a collaborative environment remains essential to shared success.

“Annual Meeting is an important time for the League to update members on where things stand and where we’re headed as a movement,” said Schline. “The business session also gives credit unions a chance to hear directly from partners like the Carolinas
Credit Union Foundation, Vizo Financial and TruStage about the work happening across the system to support our members and their communities.”

Leadership and governance

The business session will also include the announcement of this year’s board election results. One contested seat, the Tier 3 North Carolina
position representing credit unions with assets under $100 million, will be decided by member vote, while three other positions were filled by acclamation. Together, those results will help shape the League’s leadership as it continues its work on
behalf of credit unions across both Carolinas.

Advocacy takes the stage

SC State Sen. Wes Climer

Advocacy will also be front and center throughout the event. South Carolina State Sen. Wes Climer, who is running for the state’s Fifth Congressional District seat, is slated to welcome participants on June 2. His presence continues a strong tradition
of hosting influential lawmakers at Annual Meeting and reflects the League’s commitment to building meaningful relationships that elevate the collective voice of credit unions. That momentum will carry into The Exchange: A Conversation with Advocacy on June 3, where League Chief Advocacy Officer Billy Boylston will moderate a panel of credit union CEOs centered on the theme, “Contribute, Communicate and Connect.”

The takeaway is timely and straightforward: advocacy is not a one-time event, but an ongoing process that depends on contribution, communication and connection at every level. As Annual Meeting approaches, that message and the broader program promise
    a meaningful few days ahead.

Members are encouraged to register by Friday, May 22, the final day to sign up for the conference. Visit carolinasleague.org/annualmeeting to get started.

Communications toolkit highlighting credit union affordability now available

As rising costs continue to impact household budgets across the country, the League System has launched a new resource designed to help credit unions communicate the everyday financial value they provide to members and communities.

The American Association of Credit Union Leagues recently released its Credit Union Affordability Toolkit, a complimentary and fully customizable communications resource available to credit unions through the League System. The toolkit is the latest in
a series of shared resources being rolled out throughout 2026 to support credit unions’ education, outreach and advocacy efforts.

An example of the social graphics included in the toolkit.

The toolkit highlights the measurable impact of the credit union model, including lower loan rates, reduced fees and personalized financial services that help members save money over time. According to AACUL, credit union members save hundreds of dollars
annually through the not-for-profit structure that prioritizes member value over shareholder profit.

“The League System is focused on delivering practical, high-impact resources that benefit credit unions of all sizes,” said Brad Miller, president of AACUL. “By collaborating to underwrite these toolkits, Leagues are able to offer customizable, no-cost
resources that help credit unions clearly articulate their value in today’s economic environment. Affordability is top of mind for consumers, and this toolkit helps credit unions meet that moment.”

Designed for flexibility, the toolkit can be incorporated into existing marketing and outreach efforts across digital platforms, earned media and community engagement initiatives. Resources included in the toolkit feature member-facing newsletter, blog
and email copy, website and social media graphics, a customizable press release template and a budgeting worksheet intended to support financial wellness conversations.

All materials are fully customizable, allowing credit unions to incorporate local branding, community data and contact information to better connect with members and prospective members.

The Affordability Toolkit builds on earlier releases in the League System’s 2026 toolkit series and reflects AACUL’s continued commitment to strengthening credit unions through shared resources, aligned messaging and systemwide collaboration.

ROWAN COUNTY, NC – North Carolina state officials, credit union leaders, and community partners gathered in Rowan County on Friday, April 17, to unveil a new North Carolina
Highway Historical Marker honoring Piedmont Credit Union of Landis, the first African American credit union established in the United States.

for the unveiling of the N.C. Highway Historical Marker recognizing the state's and nation’s first African American credit union.

Founded in 1918 by local farmer Thomas B. Patterson and 22 fellow community members, Piedmont Credit Union was created to provide fair, affordable access to credit for Black farmers during the height of Jim Crow–era economic exclusion. At a time when
the crop‑lien system and discriminatory lending practices routinely charged interest rates as high as 60 percent, Piedmont offered loans
at a fixed six percent – a cooperative lifeline that helped families preserve land ownership and build economic stability.

“The story of Piedmont Credit Union is the story of the credit union movement at its most powerful – ordinary people coming together to create economic opportunity where none existed,” said Dan Schline, president and CEO of the Carolinas Credit Union
League. “Over a century later, that spirit of people helping people remains the foundation of every credit union in the Carolinas and across this country.”

U.S. Sen. Thom Tillis also recognized the institution’s enduring significance and its place in North Carolina history. “The dedication of the Piedmont Credit Union historical marker is a fitting tribute to Thomas B. Patterson and the founders who had
the vision to build an engine of economic opportunity in Rowan County,” Tillis said. “Their legacy is a testament to the North Carolina spirit of innovation and community, and I am proud to honor their courage and lasting impact on our state’s history.”

Community roots and cooperative partnerships

The dedication program was hosted at Sandy Ridge A.M.E. Zion Church in China Grove, a congregation with deep ties to Piedmont Credit Union’s founding. The church’s elder at the time, Dr. James Aggrey, was a respected community leader who played a key
role in helping Patterson establish trust within the community and build the coalition that ultimately formed the credit union.

Church leaders opened their fellowship hall for the event, providing hospitality and sharing local history with more than 80 attendees.

Speakers during the program included representatives from the Carolinas Credit Union League, the Carolinas Credit Union Foundation, the African American Credit Union Coalition (AACUC), leaders
of Sandy Ridge A.M.E. Zion Church, and an official from the North Carolina Highway Historical Marker Program, along with greetings from invited state and federal officials.

Priscilla Awkard, AACUC board member, presented a formal resolution honoring Piedmont Credit Union and its founders to Sandy Ridge A.M.E. Zion Church Pastor Rev. Patrick Tate, recognizing the church’s historic and ongoing role in supporting cooperative
    economic empowerment.

A legacy that sparked a movement

Within just two years of Piedmont Credit Union’s founding, 13 additional African American credit unions were established across North Carolina, illustrating how Patterson’s vision sparked a broader movement of cooperatives advancing financial inclusion.
By the end of 1919, Piedmont had grown from 23 members to 82, with total resources exceeding $1,300 – a significant achievement for a grassroots financial institution at the time.

Jeff Hardin, director of collaborative programs for the Carolinas Credit Union Foundation, presents the history of Piedmont Credit Union during the dedication ceremony.

“The Highway Historical Marker Committee unanimously approved Piedmont Credit Union as a marker topic, recognizing its statewide significance as a community-driven effort to secure economic stability despite systemic barriers to Black financial mobility,”
said Leslie Leonard, administrator of the N.C. Highway Historical Marker Program.

Broad industry support

Credit union leaders, staff, and industry collaborators attended the dedication in support of the milestone, including representatives from Coastal Credit Union, Skyla Credit Union, State Employees’ Credit Union, Carrick Professionals, the National Association
of Latino Credit Unions & Professionals (NLCUP), and other credit union organizations and partners.

The marker is located at the intersection of Mount Moriah Church Road and Flat Rock Road in China Grove, near the original site of Piedmont Credit Union.

More than a century ago, Patterson described the philosophy behind the institution he helped build in simple, enduring terms. Writing in 1920,
he explained that, “A thrifty, hard-working, intelligent farmer is an asset to any community, [and] the credit union aids in making him all of these. After all, it is not what a man makes that gives him standing in the community; it is what he saves
    that counts.”

Those words, and the cooperative vision behind them, remain at the heart of credit unions’ mission.

The Carolinas Credit Union League (CCUL) this week hosted America’s Credit Unions (ACU) President/CEO Scott Simpson for a series of CEO roundtables and credit union meetings across the Carolinas. The visit brought together leaders from credit unions of
all sizes to strengthen alignment on advocacy priorities and deepen collaboration between state leagues and the national association.

Collaborative dialogue with large credit union CEOs

Large credit union CEOs gathered in South and North Carolina for roundtable discussions hosted by S.C. State Federal Credit Union and State Employees’ Credit Union. Participants appreciated the opportunity for candid, CEO-level discussions on strategy
    and industry direction.

“It was a pleasure to host the Large Credit Union Advocacy Roundtable at S.C. State FCU, and to join fellow CEOs for a conversation about the issues defining our work,” said S.C. State FCU President/CEO Jim Kinard. “All in all, the meeting was very informative
    and productive.”

Members CU CEO Bob Donley echoed that sentiment following the North Carolina gathering. “Seeing so many large credit union leaders come together—and be so actively engaged—was incredibly encouraging,” he said. “It showed how valuable these conversations
are in shaping our shared direction as a movement.”

The roundtables also featured remarks from Cory Phariss, acting director of the NCUA Southern Region and AMAC, who provided supervisory updates and joined CEOs for an interactive Q&A.

National strategy and state-level opportunity

Throughout the discussions, Simpson provided a broad national perspective, highlighting key federal advocacy efforts underway and sharing his view of where the industry is headed. He stressed the value of unified messaging and the importance of close
coordination between state leagues and America’s Credit Unions.

“Our greatest strength is the unified credit union system and the real impact credit unions have in their communities,” Simpson said. “These direct conversations reinforce that by allowing us to understand the challenges and opportunities credit unions
    face.”

To build on that national perspective, CCUL President/CEO Dan Schline and Chief Advocacy Officer Billy Boylston presented on the political landscape in both states and the opportunities credit unions have to strategically engage. Their message centered
on practical, high impact advocacy and the importance of CEO participation in shaping outcomes.

Engaging small and midsize credit unions across the region

During his visit, Simpson also met with small and midsize credit union leaders at several stops across the Carolinas, including American Partners FCU and Caro FCU. Credit: ACU

In addition to the large credit union roundtables, CCUL facilitated credit union meetings in Columbia, Greensboro, and Raleigh, giving leaders from small and midsize institutions direct access to national association leadership. These conversations with
Simpson explored how these credit unions are collaborating with one another, innovative ways they can support each other’s growth and shared challenges related to technology advancement, regulatory pressures, fraud trends, and more.

Leaders shared valuable feedback about the resources available to them through America’s Credit Unions, and the conversations also gave them a chance to learn more about the full scope of their member benefits, such as compliance support and operational
    tools.

“We appreciate Scott and the ACU team taking the time to visit us and other small credit union leaders in the Carolinas,” said Brian Bone, CEO of American Partners FCU, who hosted a group of his peers for one of the meetings. “We shared ideas of how we
believe ACU can help small credit unions thrive. We want small credit unions to grow and succeed!”

Strengthening a unified voice for the Carolinas

Across all sessions, a consistent theme emerged: collaboration at every level—local, state, and national—is key to advancing the credit union movement.

“At the end of the day, everything we do comes back to serving members,” Schline said. “Hearing directly from our CEOs ensures our advocacy remains grounded in the real needs of credit unions and the communities they serve across the Carolinas.”
Explore more reflections from these meetings in ACU’s article on Simpson’s visit to the Carolinas.

Carolinas Credit Union League promotes Billy Boylston to chief advocacy officer

Billy Boylston

Raleigh, NC – The Carolinas Credit Union League (CCUL) has promoted Billy Boylston to chief advocacy officer, recognizing his more than a decade of leadership advancing the League’s state and federal advocacy priorities across the Carolinas.

Boylston joined CCUL in 2013 and most recently served as senior vice president of advocacy, where he directed the League’s governmental affairs strategy, strengthened relationships with lawmakers, and expanded credit union influence at both state capitols
    and in Washington, D.C.

“Billy is tremendously talented,” said Dan Schline, president and CEO of the Carolinas Credit Union League. “His vision and leadership continue to strengthen our advocacy efforts for credit unions in the Carolinas each and every day.”

Under Boylston’s leadership, CCUL has delivered significant gains in credit union advocacy. Political giving has grown by more than 150 percent, credit union engagement in the electoral process has expanded, and the League has advanced proactive legislative
agendas in both Columbia and Raleigh. Boylston has also overseen major growth on the advocacy team, doubling its size in the past three years. Recent additions include enhanced state-level lobbying roles in both states and a full-time director of
federal affairs, strengthening the League’s capacity at every level of government.

“Advocacy is job number one,” Schline said. “The ability for credit unions to grow, thrive, and serve their members is under increasing pressure — from banks, fintechs, merchants, and others across the marketplace. We are continuing to invest in our advocacy
efforts at CCUL, and know Billy is well positioned to lead this work as our chief advocacy officer.”

In addition to his work at CCUL, Boylston serves on the American Association of Credit Union Leagues (AACUL) Legislative Strategy Work Group and America’s Credit Unions Advocacy Policy Committee, helping shape national advocacy priorities for the movement.

With deep experience, strategic insight, and unwavering commitment to credit unions, Boylston steps into this new role ready to advance the League’s mission and strengthen the credit union movement throughout the Carolinas.

the future of the League and the cooperative credit union movement.

Four board seats will be filled in the 2026 election, each carrying a three-year term that will run through 2029. The open positions include three state-specific director roles and one state-specific at-large seat:

Tier 2 (North Carolina): One director from a North Carolina credit union with assets between $100 million and $1 billion

At-Large (North Carolina): One director from a North Carolina credit union of any asset size

Nominations must be submitted no later than March 3.

The nomination and election of League directors is a shared responsibility of CCUL member credit unions. League leaders encourage credit unions to actively participate by submitting qualified candidates or supporting nominees who reflect the diversity,
scale, and strength of the Carolinas credit union system.

To appear on the 2026 electronic voting ballot, nominees must provide a digital photo and professional biography to Tiffany Segady, executive coordinator and board liaison, at tsegady@carolinasleague.org.
If the nominee is not the credit union’s chief executive officer, a letter of recommendation from the CEO is required.

All nominations are reviewed by the League’s Nominating Committee, appointed according to CCUL bylaws. The committee verifies eligibility and confirms candidates who are willing to serve. Final nominations must be filed with the League secretary at least
90 days prior to the Annual Meeting.

Candidates may also seek nomination by petition. As outlined in League bylaws, petition nominees must agree to serve if elected and submit a statement of qualifications and biographical information signed by at least 10% of all member credit unions. Petition
materials must be received by March 3 to qualify for placement on the ballot.

The CCUL Board of Directors plays a vital role in setting strategic direction, ensuring sound governance, and safeguarding League resources on behalf of member credit unions across the Carolinas.

Donley for CUInsight: A Look Behind the League-ACU Advocacy System

Carolinas Credit Union League Board Chair Bob Donley recently shared his perspective on the strength and unity of the League-ACU advocacy network in an op-ed published exclusively by
    CUInsight.com on December 30, 2025.

Bob Donley

In his reflections, Donley offers a rare glimpse into the American Association of Credit Union Leagues (AACUL) Winter Conference, where leaders from across the country gathered to align on legislative strategies and regulatory priorities. Among the highlights:

Unity in Action: Donley underscores how leagues and America’s Credit Unions (ACU) speak with one voice on Capitol Hill—“not fragmented, not tentative, but aligned and relentless.”

Deep Expertise: The League-ACU system boasts “deep benches of subject-matter experts,” driving strategic conversations and shaping advocacy priorities for 2026.

A Call to Engage: Donley reminds credit unions that complacency is not an option, noting the system’s readiness to fight—and win—for the future of the movement.

“Behind the curtain is not bureaucracy — it is a coordinated and credible advocacy force, arguably the envy of the financial services sector,” Donley writes.

Each year, the Carolinas Credit Union League amplifies the collective voice of the movement—championing credit unions through advocacy, education, and collaboration. In 2025, that voice was louder and stronger than ever, producing measurable results that
empower credit unions and their members across the Carolinas.

The League’s 2025 Impact Report highlights top-level achievements, departmental initiatives, and affiliate successes, providing a clear view of the value of membership. The report
opens with a letter from President and CEO Dan Schline, reflecting on a pivotal year for the credit union system, noting wins in advocacy, professional development, and member engagement. It also features insights from the Carolinas Credit Union Foundation and key benefits of the national association, America’s Credit Unions.

Impact at a Glance

Making Our Voice Heard

The core message was clear as the Don’t Tax My Credit Union campaign launched: credit unions’ tax status was again at risk, requiring focused advocacy. A coordinated grassroots effort took center stage during Congress’ budget reconciliation debate,
and engagement from Carolinas credit unions helped ensure the campaign’s success in protecting the federal credit union tax status.

process. Thanks to this unified effort, the final bill passed without changes.

helping those affected by the government shutdown and broader food insecurity.

Scott Simpson returns to AACUL Board as new ACU CEO, reinforcing unified advocacy

The American Association of Credit Union Leagues (AACUL) and America’s Credit Unions (ACU) jointly announced the return of Scott Simpson,
ACU’s new president and CEO and former president of three state leagues, to the AACUL Board.

For AACUL’s membership, representing every state league, this is more than a leadership update—it marks a strategic moment for the movement. Simpson previously served on the AACUL Board from 2014 to 2021, including two years as chair, and his return comes
as alignment between state and federal advocacy becomes increasingly important. AACUL serves as the convening arm of the Credit Union League System.

This connection is critical for credit unions, which operate in a landscape shaped by both federal and state decisions. Moving legislation, influencing regulation, and defending credit unions relies on close coordination between national advocacy and
the state League System. Simpson’s return provides a central link, ensuring local priorities inform federal strategy and that national initiatives are supported by strong state-level infrastructure.

This week, AACUL, ACU, and other system leaders—including Carolinas Credit Union League President and CEO Dan Schline and SVP of Advocacy Billy Boylston—are holding their annual multi-day strategic planning session, focused on new ways the industry can
work across organizational lines. Simpson’s presence on the board advances shared priorities, strengthens relationships, and modernizes the industry’s approach to unified advocacy.

“Coming back to the AACUL Board feels like a family reunion,” Simpson said. “I’ve led three state leagues, and I know firsthand that our system is strongest when we work as one. America's Credit Unions and AACUL will continue moving forward together to
deliver unified advocacy for credit unions nationwide.”

AACUL President Brad Miller emphasized the strategic significance of Simpson’s role: “Scott embodies the bridge between national leadership and the League System. His return strengthens our alignment at a moment when state and federal advocacy must be
seamlessly coordinated for credit unions to thrive."

This announcement underscores a shared vision for the future: one system, one voice, and a united advocacy framework driving the credit union movement forward.

The Carolinas Credit Union League Board of Directors met last week with Scott Simpson, newly appointed president and CEO of America’s Credit Unions (ACU), for a wide-ranging discussion centered on unified advocacy, industry collaboration, and strategic
    direction under ACU’s emerging leadership.

Simpson expressed the essential role of advocacy in credit union operations and emphasized that national and state associations must work in close alignment. He cautioned that policymakers have little patience for conflicting narratives within the industry,
reinforcing that “dissonance in Washington is worse than silence.”

While acknowledging challenges, he reiterated his commitment to diplomacy, collaboration, and maintaining a unified front on Capitol Hill.

He stated that ACU’s mission remains to “defend, protect, and enhance the credit union operating environment,” and he highlighted the efficiencies gained since the merger of CUNA and NAFCU—efficiencies he believes strengthen national advocacy efforts.

Simpson expressed appreciation for the Carolinas’ long-standing leadership in national engagement, crediting the League’s work in building relationships with lawmakers.

The League looks forward to continued partnership with Simpson and America’s Credit Unions as the national organization refines its structure and strategy under new leadership.

“Scott understands that our advocacy efforts for credit unions are most effective when we speak with one voice and work in lockstep. I know leagues and America’s Credit Unions are committed
to working together to achieve advocacy wins for credit unions and I appreciate Scott taking time to share that message with our Board of Directors,” shared Dan Schline, president/CEO of the League.

As the federal government shutdown reaches its 37th day, its financial toll continues to ripple through households and communities across the Carolinas. With hundreds of thousands of federal employees and contractors still furloughed or working without
pay, credit unions are stepping up to provide relief, stability, and compassion.

Throughout the region, Carolinas credit unions are living out their cooperative mission by offering emergency loans, skip-a-pay options, and other financial lifelines to members facing income disruptions. From flexible repayment terms to food assistance
programs, their collective efforts embody the credit union difference—putting people before profits, especially in times of hardship.

“The credit union movement has always been about standing together when times are tough,” said Carolinas Credit Union League Director of Federal Affairs Nate Lane. “Across North and South Carolina, credit unions are responding swiftly and compassionately
to help members weather the uncertainty of the shutdown. These stories show that mission in action.”

In Jacksonville, North Carolina, Marine Federal Credit Union activated its long-standing Payroll Assistance Program, designed to provide immediate relief for active-duty military, Department of Defense personnel, and federal employees. The program advances
paychecks to affected members and has already made a significant impact.

One member facing foreclosure after her mortgage deferment request was denied was able to make her payment and stay in her home. Another, a single parent with a child in intensive care, was able to preserve her savings while covering essential expenses.

Piedmont Advantage Credit Union: Helping members stay financially steady

At Piedmont Advantage Credit Union in Winston-Salem, North Carolina, the team has already extended payment relief on seven loans totaling nearly $190,000 in balances—helping affected members avoid more than $3,200 in monthly payments. The credit union
also worked with a TSA employee to refinance a loan, providing an additional $2,000 in accessible funds to cover essential bills.

CPM Federal Credit Union: Extending support beyond members

In South Carolina, CPM Federal Credit Union is extending its assistance beyond member relief to address broader community needs. Alongside offering low-rate loans, payment extensions, and waived fees, the credit union recently donated $10,000 to Harvest
Hope Food Bank and Lowcountry Food Bank to help families facing food insecurity as SNAP benefits remain disrupted.

League advocacy and ongoing support

The Carolinas Credit Union League continues to coordinate with federal partners, monitor developments on Capitol Hill, and share real-time resources with member credit unions. The League also remains in close contact with policymakers to ensure they understand
how the shutdown affects both members and institutions across the Carolinas.

“As negotiations continue, our focus remains on the people behind the headlines—the families, service members, and public servants who rely on credit unions for stability,” Lane added. “The stories emerging from our credit unions make clear the power
    of cooperative values in action.”

Credit unions across the Carolinas continue to offer member assistance programs, financial counseling, and community outreach efforts. The League invites additional member impact stories to highlight the continued role of credit unions in promoting financial
    well-being.

The road to a stronger credit union movement

A message from Scott Simpson, America’s Credit Unions new president/CEO

To the credit union movement:

Scott Simpson

I’m just getting started in my new role as president and CEO of America’s Credit Unions, and while I am not new to credit unions, I recognize that there is a lot for me to learn, and a lot of opportunities to strengthen our movement.

I took this job because I believe wholeheartedly in the credit union mission. We’ve got challenges ahead, but I also know we’ve got something special here. I’m excited about what’s possible when we work together.

For those who don’t know me, I have been part of the credit union movement for over two decades, most recently in the League System serving California’s Credit Unions, Nevada’s Credit Unions, and Utah’s Credit Unions. Before that, I worked for a U.S.
Senator and led the Utah Republican Party. I grew up as a “political hack,” if you will, but the call to protect and empower credit unions is something I felt connected to the first time I experienced the unique power of cooperative finance. I was
    hooked.

Over the last 20 years, I’ve remained astounded by what you do for your members. Credit unions change lives. You help folks build a better future, one member at a time. You rise to a greater calling every single day.

That kind of impact doesn’t happen by accident. It takes the right political, legislative and regulatory environments that allow you to focus on your members, build strong relationships, and meet their needs. That’s where America’s Credit Unions and the
League System come in. We’re here to be your voice in Washington, to help create an environment where credit unions can exist without barriers and ultimately thrive.

We’ll be working closely with you, your league, and industry partners to tackle the tough issues and make sure your voice is heard loud and clear in Washington, D.C., and beyond.

I know the road ahead won’t always be smooth. There’ll be bumps, detours, maybe even a few potholes. But if we stay focused on where we’re headed—a stronger, more connected credit union movement—we’ll get there together.

In the coming months, I’d love to hear from you. Your membership is important to me and your feedback will help shape our unified voice and direction.

I look forward to working closely with you and can’t wait to see what we accomplish.

Warm regards,

The African-American Credit Union Coalition (AACUC) has partnered with the Southern Communities Initiative (SCI) to drive inclusive economic growth and expand financial access across historically underserved communities.

The collaboration will deliver technical assistance, microlending support, and capacity-building resources to credit unions and community-based financial institutions. The partnership is part of AACUC’s Future Fund, under its Small Credit Union Sustainability
    and Community Impact pillars.

Launched by Vista Equity Partners, Boston Consulting Group, PayPal, and the W.K. Kellogg Foundation, SCI focuses on six key U.S. cities that together represent more than half of the nation’s Black population: Atlanta, Charlotte, Memphis, Birmingham, New
Orleans, and Houston. The initiative aims to close the racial wealth gap by supporting small business growth, workforce development, and financial inclusion.

As part of the partnership, AACUC and SCI will offer:

Technical assistance and advisory support to help credit unions implement shared services, fintech adoption, and process improvements.

Microlending program support to expand capital access for BIPOC-owned small businesses through simplified underwriting and shared servicing models.

Grant funding to offset assessment costs and support future technology investments.

Between 2025 and 2026, the collaboration aims to deliver technical assistance to at least 20 credit unions and strengthen lending capacity in SCI target cities.

Credit unions interested in participating can begin by completing the SCI Community Finance Technology Accelerator Prequalification Survey. Participants will receive a follow-up meeting
with the SCI team to discuss readiness, goals, and program expectations.

The initiative aligns with all four pillars of AACUC’s Future Fund, which focuses on internship and leadership development, small credit union sustainability, wealth building and community impact, and global financial cooperative partnerships.

COLUMBIA, S.C. — The Carolinas Credit Union League (CCUL) has announced two staff promotions, recognizing leadership and continued commitment to serving member credit unions across the Carolinas.

Spears Goodlett

Spears Goodlett has been promoted to South Carolina legislative and political affairs manager. In this role, Goodlett will lead the League’s legislative and political efforts in South Carolina, manage relationships with lawmakers, and
drive the association’s advocacy agenda in Columbia. He also will oversee grassroots and political action committee (PAC) initiatives across both North and South Carolina to strengthen credit union engagement and political influence throughout the
    region.

Goodlett joined the League’s advocacy team in 2023 and has since coordinated efforts with lawmakers and credit unions to advance League-supported legislation, including the public deposits bill introduced in 2025. He has strengthened relationships at
the South Carolina State House, expanded credit union engagement in the political process, and established himself as a trusted voice for the movement.

“Anyone who knows Spears has seen his collaborative style and deep passion for credit unions,” said Billy Boylston, senior vice president of advocacy for the League. “Through his time with the League, he has built strong relationships with lawmakers,
inspired engagement from our credit unions, and brought fresh energy to our advocacy program. Those qualities make him an outstanding advocate and the right person to represent our industry as we continue to advance meaningful financial choice for
    South Carolinians.”

    credit unions.

In her expanded role, McClellan will serve as a liaison to the League’s small credit union community, scheduling meetings, addressing questions, and building meaningful relationships with CEOs and leadership teams. As a subject matter expert, she will
continue to serve as the primary point of contact for member credit unions on compliance matters, work closely with department leadership to provide guidance on federal and state regulatory requirements, develop tailored compliance solutions, and
lead initiatives to support training, consulting, and key compliance programs.
